Northwest Indiana asks for two different walls within one county. On the Lake Michigan side — Whiting, Gary, Ogden Dunes, Dune Acres, Beverly Shores, Michigan City — the shoreline takes open-lake wave energy with a long fetch behind it, plus winter ice shove. That is armor-stone and heavy sheet-pile country, and the toe matters more than the face.
Inland, on Cedar Lake and the lakes around Crown Point and Valparaiso, the water is quiet and the failure mode is different: slow loss of backfill through failing joints, frost heave, and banks undercut a few inches a year until the lawn drops. Those walls fail from behind, not from the waves.
Building the lakefront wall on an inland lake wastes the owner's money; building the inland wall on the lakefront loses it in a season.
